FEMALE CIRCUMCISION AND
GENITAL MUTILATION
(PROHIBITION) LAW
Section 1
1. Citation.
This law may be cited as the Female Circumcision and Genital Mutilation (Prohibition) Law.
Section 2
2. Interpretation.
In this Law except the context otherwise requires-
?circumcision? means the act of cutting off the clitoris of a female human being;
?genital organ? means the sex organ of-a female;
?mutilation? means any cutting, incision, damage, removal of any or all of the female sex
organs.
Section 3
3. Offence.
It shall be an offence to circumcise or mutilate the genital organ of any female, it is
irrelevant whether consent is obtained or not.
Section 4
4. Offender.
It shall be an offence if any person-
(a) allows any female to be circumcised;
(b) offers herself for circumcision or genital mutilation;
(c) coerces, entices, induces any person to undergo female circumcision or genital
mutilation; and
(d) performs the operation of female circumcision or female genital mutilation.
Section 5
5. Power of arrest.
The power to arrest the offender shall be vested on the following persons, subject to the
provisions of the Constitution and all other laws in that behalf-
(a) members of the Police Force;
(b) Health Officers in the Local Government Areas.
Section 6
6. Arrangement.
Any person arrested under the provisions of this Law shall be arraigned before the
Magistrate’s Court.
Section 7
7. Penalties.
(1) Any person who acts in contravention of the provisions of this Law shall be liable on
conviction to a fine of two hundred thousand naira or to imprisonment for not less than six
months or both.
(2) Any person who obstructs or assaults any officer in the discharge of his duties
assigned to him under the provisions of this Law shall be liable to a fine of twenty
thousand naira or three months imprisonment or both.
